NEWPORT NEWS The city of Newport News has successfully prosecuted its first illegal dumper using strategically located digital cameras. A city man was found guilty last month of illegally dumping bags of leaves on two different occasions. He was sentenced to a suspended jail sentence and ordered to perform 60 hours of community service.
